The IRC opened the country program in Afghanistan in 1988. Our programs span the range from humanitarian relief to early recovery and development activities, focusing on child protection, education, economic wellbeing, health, and power. The IRC works in 9 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 350 staff.

Under the supervision of the Deputy Director of Programs in Afghanistan, the Protection Coordinator will be responsible for the vision, strategy, design, monitoring, and quality delivery of the protection program in Afghanistan, including general protection and rule of law and child protection. The Protection Coordinator will be based in Kabul with frequent visits to the field sites.

The Protection Coordinator will be responsible for supporting and building of the capacity of national staff and partners engaged in the implementation of the IRC Protection act ivities. One of the main objectives for the post is to expand IRC’s protection portfolio; hence, the Coordinator will lead the design, development, context analysis and needs assessments of new projects focused on protection. In accordance with IRC Afghanistan’s focus on integrated programming, the Protection Coordinator will work closely with other in-country sector-specific Coordinators. In addition, the Coordinator will be the country program focal point for all protection related meetings, workshops, and task forces. The Protection Coordinator will be supported by Technical Advisors based at IRC HQ to ensure effective, high quality delivery of all protection programming. This includes a Child Protection Technical Advisor and Protection/Rule of Law Technical Advisor.


Technical Monitoring and Program Quality
* Provide technical supervision of, and technical support and guidance to IRC Afghanistan’s protection program, including protection mainstreaming and child protection interventions
* Ensure that teams utilize standard protocols, policies, guidelines, and legal framework developed by the Government of Afghanistan
* Ensure that all protection activities are consistent with established international and national best practices, in close collaboration with the Protection TAs
* Lead all research and learning activities in relation to protection
* Ensure appropriate follow-up and decision-making on data relevant to IRC’s protection activities
* Ensure all stakeholders are provided with regular updates on protection programming in Afghanistan, HQ and the regional ACME team, including Head of Office, Technical Unit, donors, etc.
* Ensure regular performance monitoring of national staff and/or partners to achieve the project’s objectives
* Supervise the development of relevant M&E systems and ensure regular follow-up on monitoring data relevant to IRC protection program
* Any other duties as assigned by the supervisor to ensure people are safe and receive support when they experience harm

Strategic Planning
* Monitor evolving needs in the target communities and adjust the programmatic priorities as necessary
* In collaboration with HQ-based Technical Advisors and Senior Management Team - Afghanistan, lead the design of an IRC Protection Strategy, in line with the Country Program Strategic Action Plan

Program Development
* Identify opportunities for protection program development
* Design and lead technical assessments to determine needs for protection program development
* Coordinate and initiate project proposals and develop proposals for the IRC Afghanistan Protection program under the supervision of the Deputy Director of Programs and in consultation and collaboration with field based staff and Protection TAs
* Together with regional and HQ teams, identify communication opportunities for internal and external audiences highlighting humanitarian needs related to economic wellbeing and publicizing on-going projects and research
* Participate in donor meetings to share lessons learned in programming, needs assessments, and determine potential for new funding sources to improve child wellbeing and safety

Coordination, Representation and Advocacy
* In coordination with the supervisor, represent the IRC to UN, international and national NGOs, Ministries, and key protection actors
* As Protection focal point at country level, participate actively in external coordination and cluster forums; participate in internal coordination and management meetings to promote effective and efficient information sharing, problem-solving and decision making
* Together with CD, DDP and relevant coordination mechanisms, identify opportunities for advocacy on issues related to protection
* Travel to external child protection and protection/rule of law conferences to represent the work in Afghanistan and stay up to date with new technical content and training materials

Staff development
* Develop and implement staff capacity building plan to ensure quality protection programming
* Ensure the protection team is following IRC HR policies, including the Child Safeguarding policy and code of conduct
* Conduct timely and quality performance evaluations

Qualifications and Experience:
* Masters level qualification in Social Sciences, or related subject;
* A minimum of 4 years professional experience in leading/managing Protection projects in humanitarian contexts
* Proven experience in managing and/or technically supporting protection programs
* Strong capacity building skills and proven ability to train on topics such as social and emotional learning, case management, parenting, safe spaces, etc.
* Prior experience and excellent understanding of working in emergency settings or insecure environments
* Strong leadership, management, project planning, monitoring and evaluation, analytical interpersonal and communication skills
* Strong budget management and reporting, skills; and an ability to oversee multiple awards from a variety of donors
* Strong written and oral communication skills, comfortable in a multi-cultural environment and effective in representation
* Able to respond rapidly to changing environments and work under pressure
* Fluency in English required; knowledge of Dari and Pashtu preferred
* Experience of working in South Asia desirable
* Excellent Computer skills: MS Word, Excel
